Title III Limited English Proficient (LEP) Consortium

As the largest agency of its type in the State of Ohio, the Educational Service Center (ESC) of Northeast Ohio delivers cost-effective shared services for schools and manages cooperative projects that positively impact numerous school districts. One example is serving the Limited English Proficient (LEP) students across the Northeast Ohio region. 
The ESC of Northeast Ohio is pleased to serve your district by offering you the opportunity to join or continue your participation in the Title III: Limited English Proficient (LEP) Consortium for those districts receiving less than $10,000 allocation for their Title III LEP federal funds.  By joining a Consortium and pooling several districts allocations to reach the minimum threshold, this allows the grant to be awarded and the participating districts to use their federal dollars where without pooling the dollars the district would not be able to access these federal dollars.
Title III LEP funds are supplemental federal funds for instruction of students whose native or home language is not English. Due to their limitations in understanding, speaking, reading and writing English, these students cannot participate fully in their schools district of residence educational programs.
Districts will be required to submit invoices from district or vendors/purchased service agencies or payroll documentation that are evidence that the federal funds are being used for allowable activities for LEP students. In turn, the ESC of Northeast Ohio's fiscal department will use the Consortium participating school district's allocations to offset the submitted expenditured either back to the district, vender or purchased service agents.
The ESC of Northeast Ohio will host our annual Title III LEP Consortium meeting. As a participating Title III/LEP Consortium school district, the ESC of Northeast Ohio will continue to provide technical assistance and professional development opportunities to all consortium district members.
Annually, more than 30 school districts from eight Northeast Ohio counties participate in the consortium, sharing in cooperative purchasing opportunities and collabortive partnerships.
