The number of Code of Conduct referrals to SBOE has increased exponentially since 2014 and the reasons for those referrals have become widespread beyond just application referrals. 
 
When school districts submit referrals, they almost always move into a full investigation. With over 1200 referrals coming from school districts in the last 2 years for offenses outside of the application process, it is essential that educational leaders who may be making these referrals have training into what types of misconduct can and should be reported and how to handle situations involving various types of misconduct.
 
In the 2023 Annual report by SBOE, 562 cases were referred for a criminal offense, 49 were referred for substance abuse, 81 for a physical altercation, 63 for inappropriate electronic communication, 24 for hosting, posting, or distributing inappropriate content, and 32 for a failure to supervise or intervene. This is just a snapshot of the data. The full report is quite alarming. 
 
If you are an Assistant Superintendent, HR Director, or Building Leader, please consider attending this essential training. We will focus on the nine principles of the Code of Conduct, procedures for investigation and discipline (at the local level), determining when to report to SBOE, documentation samples and examples, and practice scenarios. If possible, we encourage you to attend with a team to encourage alignment and calibration.
