The Special Education Department at the Educational Service Center of Northeast Ohio helps local education agencies (LEAs) build compliant, effective, student-centered special education systems. We give district and building leaders practical guidance, relevant professional learning, and tools to meet state and federal requirements - all while keeping the focus on what matters most: meaningful outcomes for students with disabilities.
Services include:
IDEA compliance consultation and technical assistance
Professional development for administrators, school psychologists, and intervention specialists
Special Education Desk Review Support Network and other PLC facilitation
LEA special education reviews/audits (contact us for availability)
Additionally, ESCNEO’s Special Education department works closely with other ESCs and with the Ohio Department of Education and Workforce (ODEW) to develop and scale systemic solutions for special education at the regional and state level, including training and support for Ohio Required Forms for special education (2027 versions).

LEA personnel can contact us with questions about IDEA, Operating Standards for Ohio Educational Agencies Serving Children with Disabilities (OAC 3301-51), and ETR and IEP requirements. We give timely, practical guidance on procedures, timelines and documentation, and we can connect districts with other ESC departments and state partners when needed. We help schools build capacity to monitor their own compliance, designing data collection tools aligned to ODEW record review indicators, Operating Standards, and EMIS reporting which allow LEAs to go beyond compliance towards assessing service delivery quality and impact.
Our department can also provide long-term, individualized supports for LEAs experiencing significant disproportionality in identification, placement, or discipline as identified through Special Education Profile. By working closely with district and school teams to document data-based root causes, we can support the development of an improvement plan which helps LEAs move out of mandatory redirection of IDEA funds.

We offer both regional and customized professional learning for building and district leaders and for special education staff. Recent topics include:
Collaborative teaming for related services providers
Internal monitoring for IDEA compliance
The district representative’s role in the IEP team meeting
Documenting specially designed instruction (SDI) - including development of local tools
Functional behavioral assessment (FBA) and behavior intervention planning (BIPs), including the Prevent-Teach-Reinforce model
Training for paraprofessionals on understanding basics of autism, functions of behavior, and de-escalation
Key roles and opportunities for school psychologists within Ohio’s Integrated MTSS framework
Sessions can be developed or tailored to a district’s needs.

This network is a free support to districts and community schools going through ODEW’s Special Education Desk Review process. It is open to all LEAs in the current year’s Desk Review cohort, as well as any LEA looking to learn about this process for an upcoming review. Quarterly sessions follow the four phases of the Desk Review, and are formatted as a dynamic and interactive learning community where colleagues can ask questions, share struggles and successes, and navigate the process together.
