Governing Board


The Governing Board of the Educational Service Center of Northeast Ohio is made up of five members from the three Cuyahoga County Local School Districts. They are elected into office by the residents of Cuyahoga Heights, Independence and Richmond Heights.

Christine Krol

Dr. Christine A. Krol has 36 years experience in education and administration: 18 years in elementary education as a teacher and as a principal, 11 years as a professor, and 7 years as Dean of Education at Malone University from which she retired. She earned her Bachelor of Science in Education degree from St. John College, her Masters of Education from John Carroll University and her Doctoral degree from Kent State University. Dr. Krol has made presentations at international, national, and state/local conferences and has several publications. She has engaged in numerous leadership and service roles on educational association boards, committees, and grants. She also volunteers for various church, community, and civic organizations. Dr. Krol lives in Independence with her husband David Sagerser.

Tony Miceli

Tony Miceli taught math and was also a guidance counselor in the Cleveland Schools for 35 years. He was also an officer with the Cleveland Teachers’ Union. Tony is serving his seventh term on the ESC of Northeast Ohio board. He currently is self-employed preparing income tax returns. Tony earned his Bachelor of Arts degree with a major in Mathematics from Cleveland State University. He also earned his M.Ed and certification as School Counselor and Administration from CSU. Tony is married to Susan and they have two grown children who graduated from Richmond Heights High School.

Board Member Carol Fortlage

Carol Fortlage became a member of the Governing Board in June 2003. She is a retired investment consultant, having been a partner in Hartland & Co. and a Vice President with Scudder, Stevens & Clark. She also currently serves on the City of Independence Board of Zoning Appeals (since 2004) and the Advisory Board of The Villages Apple User Group, the nation's largest. Former service-oriented memberships include Ursuline College Investment Committee (2002-2016), Saint Luke's Foundation Investment Committee (2010-2013), and Wesleyan Senior Living Board of Directors and its Finance/Properties Committee from 2002 through 2009. Carol earned an MBA in Finance from Cleveland State University. She resides in Independence with her husband Russell.

George Klepacz




  George Klepacz

George Klepacz was a high school social studies teacher for 32 years in the Cleveland Public Schools. During that time he was a social studies department chairman and a Cleveland Teachers Union official. Upon retiring from teaching he served ten years as a councilman-at-large for the City of Independence. George is a graduate of Oberlin College where he earned a Bachelor of Arts and a Master of Arts in Teaching degree. He has been an active member of several service organizations and is currently the community service chairman for the Kiwanis Club of Independence.

  Frank Mahnic, Jr.

Frank Mahnic, Jr. is President of Frank Mahnic, Jr. & Associates a consulting firm specializing in government and community relations. They encompass a network of decision makers in a ten county region of Northeast Ohio. Mr. Mahnic also served as Director of the Civil Division of the Cleveland Municipal Court of Clerk's Office. His experience includes his tenure at the International Career Continuation Corporation, an outplacement and professional recruiting company headquartered in Ohio with offices throughout the United States where he served as Senior Vice President. He established the Columbus franchise which became the most successful office leading to his promotion as Corporate Head of the Outplacement Division. He is a graduate of Case Western Reserve University and is a Vietnam Veteran and former State Representative.

Mr. Mahnic has served on the Garfield Heights Board of Education and the Cuyahoga Valley JVS Board of Education. He presently serves on the Cuyahoga Valley Career Center Board of Education as the Cuyahoga Heights Representative. He is serving his fourth term on the Governing Board of the Educational Service Center (ESC) of Northeast Ohio. Mr. Mahnic is the recipient of the Ohio School Board Association’s “Master Board Member.” He is a nine-time recipient of the OSBA Award of Achievement. He serves as the Board’s Legislative Liaison and Delegate to the Ohio School Board Association. Mr. Mahnic is also the Cuyahoga Valley Career Center board member representing Cuyahoga Heights Local Schools.

Mr. Mahnic resides in Valley View with his wife, Elsa. They have two daughters, Lisa (an Assistant County Prosecutor) and Jennifer (a middle school teacher) and four grandchildren.
