CMSD Holds Steady in National Math and Reading Scores on the Nation’s Report Card

Cleveland Metropolitan School District (CMSD) has achieved a solid review from the NationalAssessment for Educational Progress (NAEP). NAEP has more rigorous proficiency standards compared to theOhio State Assessments and has been the only consistent measure of student Achievement for Clevelandschools since 2003. NAEP is the only assessment that measures what U.S. students know and can do in varioussubjects and in some cases, urban districts. NAEP results are released as, “The Nation’s Report Card.”www.nationsreportcard.gov

The national assessment covers all fifty states and looks at urban districts. Cleveland entered a Trial UrbanDistrict Assessment (TUDA) in 2003. A primary goal of TUDA is to focus attention on urban K-12 education andacademic achievement in urban districts. Selection criteria are based on district size, percentages of AfricanAmerican or Hispanic students, and percentages of students eligible for the free and reduced-price lunchprogram. NAEP uses a carefully designed sampling procedure for the assessment to be representative of thegeographical, racial, ethic, and socio-economic diversity of schools and students in the nation and each state.Then, within each chosen school students are randomly selected to participate. For three months in 2024 grades4 and 8 scholars in Cleveland were assessed in Reading and Math. Our scholars began taking the assessments inJanuary of 2024.

What the assessment showed is that while Reading performance continues to decline nationally from 2022 –2024, Cleveland holds steady. While there was a mixed performance in grades 4 and 8 Mathematics nationally from 2022 – 2024, Cleveland holds steady.
• In 2024 Grade 4 Math - Students Increased in the 75th percentile – statistically significant and hold steady on the remaining percentiles compared to 2022.
• In 2024 Grade 4 Reading - Hold steady on all percentiles compared to 2022.
• In 2024 Grade 8 Math and Reading - Hold steady on all percentiles compared to 2022.

Dr. Warren Morgan, CMSD CEO: "The 2024 NAEP results is a confirmation of the work that we know needs to be done across CMSD to ensure quality in every school. While I am proud of the progress our system is making on our state report card, and that CMSD held steady from its 2022 NAEP results in both 4th and 8th grade Math andReading, when some systems saw declines, we are far from where we need to be. We still have significant work todo to recover from the pandemic. As I have been saying, we need to ensure excellence and quality for every child, every school, and every neighborhood. The work we are doing to ensure we have a consistent high-quality ELA curriculum in every school as well as the work we’re doing in Math is a signal to this work. We are also putting emphasis on students on track to graduation by monitoring passage rates through our new electronic grade book as well as aligning our middle and high school grades to the new state college and career ready measures. We have work to do, but I am encouraged by the continued hard work of CMSD educators and our scholars. We will continue in our commitment to ensure excellence at scale!”
