Communities across the country know Safe Babies works.
Data from CASA and Zero to Three demonstrate that compared to those in traditional family court, infants and toddlers in Safe Babies:
End up in a permanent family two- to three times faster
Leave foster care a year earlier
End up with their own family nearly twice as often
Do not re-experience maltreatment. In fact, more than 99% of infants and toddlers served by this approach did not re-experience maltreatment within the 12-month period following the initial allegation
Receive evidence-based, early childhood mental health services (93.9% of children in Safe Babies versus 66% of all children in the welfare system)
Program Outcomes
Using the Protective Factors Survey, Second Edition (PFS-2), a recent graduate of the Safe Babies Program of Cuyahoga County reported increases in the following aspects of family life:
| Difference |
Overall Mean Score | 68.42% |
Overall Mean (except Practitioner relationship) | 65.71% |
Family Function Score | 66.67% |
Nurturing and Attachment Score | 140.00% |
Social Supports Score | 66.67% |
Concrete Supports Score | 33.33% |
Safe Babies is cost effective. Up to two-thirds of the program’s average cost per child could be directly generated from savings to jurisdictions due to children’s avoided or shortened stays in foster care.
